This happens when a mob which isn't in spec_assign has the SPEC bit set...

Hmm, just one problem then. The Stock mob 3060 doesn't have the SPEC on

It only has: NPC flags: ISNPC STAY-ZONE MEMORY HELPER

So must be something else.

so can you just turn on afk flag and run around un-pk'd? or does your afk flag disappear when you move, talk etc?

Afk has to be turned off before you Can move/kill.
